United States Fish and Wildlife Service ( USFWS or FWS ) is a federal government agency at the US Department of State dedicated to the management of fish, animals wild, and natural habitats. The mission of the agency is "working with others to conserve, protect, and improve fish, wildlife, crops and their habitat for the sustainable benefits of the American people."

Among FWS responsibilities are enforcing federal wildlife law, protecting endangered species, managing migratory birds, restoring significant national fisheries, preserving and restoring wildlife habitats, such as wetlands, assisting foreign governments with their international conservation efforts, and distributing money to countries' fish and wildlife agents through the Wildlife Sport Fish and Restoration program.

Most fish and wildlife habitats are in non-federal land. Therefore, FWS works closely with private groups, such as Partners in Flight, Sport Fishing and The Boating Partnership Council, to assist in the conservation and restoration of voluntary habitats.

The FWS employs about 9,000 people and is organized into a central administrative office (in Falls Church, VA), the hallway where the directorate's members sit at the Department of Home Affairs in (in Washington, DC), eight regional offices, and nearly 700 field offices distributed in all over the United States.

Histori

USFWS originated in 1871 as the United States Commission for Fish and Fisheries, more commonly referred to as the US Fish Commission, created by the United States Congress with the aim of studying and recommending solutions to record decreases in fish stocks. Spencer Fullerton Baird was appointed as his first commissioner. In 1903, the Fish Commission was reorganized as the United States Fisheries Bureau .

In 1885-1886, the Division of Economic and Mammalian Ornithology (in 1885 was Part of the Economic Ornithology ) established within the United States Department of Agriculture. In 1896 became the Biological Survey Division . The work initially focused on birds' effects in controlling agricultural pests and charting the geographic distribution of plants and animals in the United States. Clinton Hart Merriam led the Bureau for 25 years and became a national figure to improve scientific understanding of birds and mammals in the United States. Jay Norwood Darling was appointed Head of the New Biological Survey Bureau in 1934; The same year Congress passed the Fish and Wildlife Coordinating Law (FWCA), one of the oldest federal environmental review laws. Under Darling's direction, the Bureau began a sustainable legacy of protecting vital natural habitats throughout the country. USFWS was finally created in 1940, when the Bureau of Fisheries and Biological Surveys were combined after being transferred to the Department of the Interior. In 1959, the method used by the USFWS Veterinary Control Program was featured in Tom Lehrer's song "Poisoning Pigeons in the Park".

The Service arranges six National Monuments; Hanford Reach National Monument in Washington state; Papah? Naumoku? Kea Monument National Marine, a very large maritime area in the northwestern islands of Hawaii (together with the National Oceanic and Atmospheric Administration (NOAA) and the State of Hawaii); The Second World War Crimes at the Pacific National Monument in Alaska, Hawaii and California, jointly administered by The National Park Service; Pacific Remote Islands Marine National Monument, the world's largest marine protected area (in consultation with NOAA; the Rose Atoll Marine National Monument in American Samoa), and the Marianas Trench Marine National Monument including volcanic mud volcanoes, , chemosynthetic organisms, and many deepest points on Earth (in coordination of management with NOAA and Commonwealth of the Northern Mariana Islands).

Tribal relations

In accordance with eagle fur law, Title 50, Section 22 of the Federal Regulations (50 CFR 22), and the Protection of Golden Eagle Law and Gold, the US Fish and Wildlife Service administers the National Eagle Repository and the permit system for American Native American Use of eagle feathers. However, these exceptions are often only applicable to Native Americans registered in the federal government and registered with a federally recognized tribe. Therefore, many indigenous people who want to practice their religion continue to face persecution. It has been a source of modern conflict between many tribes and the US Fish and Wildlife Service.

In the late 1990s and early 2000s, USFWS began incorporating tribal scientists' research into conservation decisions. It comes on the heels of Native American TEK, or traditional ecological knowledge, gaining acceptance in the scientific community as a sensible and honorable way to gain knowledge of managing the natural world. In addition, other natural resource agencies within the United States government, such as the USDA, have taken steps to become more inclusive of tribes, indigenous peoples, and tribal rights. This marks a transition to more cooperative relationships than tensions between tribes and government agencies seen historically. Currently, these agencies work together with tribal governments to ensure best conservation decisions are made and tribes defend their sovereignty.
